CIAMC Holds 8th Annual Administrators’ Conference 2026, Calls for Mindset Shift in Public Administration

ACCRA, GHANA – The Chartered Institute of Administrators, Management and Consultants – Ghana [CIAMC] has held its 8th Annual Administrators’ Conference 2026 in Accra under the theme: “Mindset Transformation, Value, Systems and the Law.”


The conference brought together senior administrators, legal practitioners, and public sector leaders to deliberate on repositioning administration for national development through strategic thinking and legal compliance.


Gracing the occasion were Prof. Lord Mensah, Head of the Local Government Service; Ehinabobrim Prah Agyensan, Board Chairman of CIAMC; and Mrs. Efua Ghartey, President of the Ghana Bar Association.


Speaking to the press, Dr. Samuel Maosi Asafo, Chief Executive Officer of CIAMC-Ghana, said the institute’s goal is to move administration beyond the traditional role of “document movers and record keepers” to one of strategic leadership. 


“Our target is to promote administration by transforming the mindset. Administrators must become strategic thinkers. That shift will go a long way to change the status quo,” Dr. Asafo stated.


He emphasized that policies must consistently provide for a strategic approach to administration, guided by law and driven by systems that prioritize results and compliance.


“Once the system changes and there is compliance to policy, we build a system that encourages results. In the past 8 years, we have seen results. Most importantly, we are now diving into organizational systems within the public sector in order to drive national development,” he added.


Also addressing participants, Prof. Baffour Agyeman-Duah, Chief Executive Officer of the John Agyekum Kufuor Foundation, noted that effective administration must view organizations as systems with five key components: input, processes, output, outcomes, and feedback ,all of which are critical to achieving intended results.


“As administrators and leaders, there are certain values that must be expressed ,integrity, transparency, and accountability ,to ensure the system works effectively,” Prof. Agyeman-Duah said.


The conference concluded with a renewed call for public sector administrators to embrace ethical values, systems thinking, and legal frameworks as tools for transforming governance and service delivery in Ghana.
